Trying Trying to stop humans producing greenhouse gases is very big business. Trillions of dollars a year are ploughed into projects linked to man-made global warming.  

Leading the charge is the United Nations, which raised the alarm in the early nineties by establishing the Framework Convention on Climate Change that defined climate change as being caused by human interference with atmospheric composition.

All the signatories to that Convention, including New Zealand, agreed to this definition, even though accepted geological history showed the earth’s climate is in a natural state of constant flux, with temperature and carbon dioxide levels that have been both far higher and far lower than the present day.

Since establishing the Framework, the UN has been trying to persuade governments that mankind is now responsible for climate change, by using computer models that largely ignore the sun, cosmic rays, ocean currents, water vapour, clouds, volcanoes, and the multitude of other natural factors that influence climate. Despite the inaccuracy of their models, politicians continue to rely on their predictions when developing policy.  

Central to the UN’s plan is the Green Climate Fund, which was established in 2010 as a mechanism by which wealthy countries would finance poorer countries to reduce emissions and adapt to climate change. Their target is US$100 billion a year by 2020.

New Zealand’s $3 million contribution has helped bring pledged funds to US$10 billion. Of that, US$3 billion was committed by President Obama – without the approval of Congress. He made the first US$500 million payment by executive order last March, and the second, three days before leaving office. The US$2 billion still owed, is now the responsibility of the new President.

Donald Trump, however, campaigned on stopping such payments within 100 days of winning office: “We’re going to cancel the Paris Climate Agreement and stop all payments of US tax dollars to UN global warming programs”.

The 2015 Paris Climate Agreement entered into force last November, binding almost 200 countries – including the US and New Zealand – to limiting global warming to below two degrees Celsius above pre-industrial levels by 2100. With the US being the world’s second-largest greenhouse gas emitter, if President Trump withdraws, it is widely thought the accord could collapse.

The President has until April 29th to fulfil his 100-day campaign pledges, and while he’s yet to make any announcement about Paris, on the home front, he’s already starting to overturn President Obama’s global warming policies.

Scott Pruitt, the new Environmental Protection Agency head (who doesn’t believe that mankind is causing global warming) is starting to unwind the regulations to cut greenhouse gas emissions from coal-fired power stations – a central plank of President Obama’s plan to meet US obligations under the Paris agreement.

Understandably, those involved in the climate change industry are deeply concerned about the future, with some scientists reportedly copying climate data from government computers – including the National Oceanic and Atmospheric Administration (NOAA) – and storing it on outside servers.

It is these actions that triggered the disclosure of yet another major scandal involving climate science. The whistleblower is Dr John Bates, a former principal scientist at NOAA, who retired last year after a 40-year career in meteorology and climate science. Dr Bates is this week’s NZCPR Guest Commentator: 

“I read with great irony recently that scientists are ‘frantically copying US Climate data, fearing it might vanish under Trump’. As a climate scientist formerly responsible for NOAA’s climate archive, the most critical issue is actually scientists who are unwilling to formally archive and document their data. I spent the last decade cajoling climate scientists to archive their data and fully document the datasets. I established a climate data records program that was awarded a US Department of Commerce Gold Medal in 2014 for visionary work in the acquisition, production, and preservation of climate data records, which accurately describe the Earth’s changing environment.

“The most serious example of a climate scientist not archiving or documenting a critical climate dataset was the study of Tom Karl et al 2015, purporting to show no ‘hiatus’ in global warming in the 2000s. The study drew criticism from other climate scientists, who disagreed with the conclusion….

“I provide the details of how Mr. Karl failed to disclose critical information to NOAA, Science Magazine… regarding the datasets used. I provide suggestions for how we might keep such a flagrant manipulation of scientific integrity guidelines and scientific publication standards from happening in the future.”

Essentially, he outlines how former NOAA director, Thomas Karl, breached their rules on scientific integrity when he published a sensational but flawed report that “maximised warming and minimised documentation” in order to make the biggest possible impact on world leaders at the Paris climate conference in 2015.

This bombshell report claimed that the ‘pause’ in global warming since 1998, had never existed.

The ‘hiatus’ or ‘pause’ had long been a thorn in the side of UN scientists, who had predicted that if mankind is responsible for global warming, any rise in human-induced greenhouse gases should produce an increase in global temperatures. However, while CO2 has continued to increase, global temperatures stalled in the late nineties.

The Karl report eradicated the pause by claiming world temperatures had been rising faster than expected. Its release, just before the Paris conference, is said to have had a significant influence on the outcome.

At the time, the NOAA website proclaimed: “A new study published online today in the journal Science finds that the rate of global warming during the last 15 years has been as fast as or faster than that seen during the latter half of the 20th Century. The study refutes the notion that there has been a slowdown or ‘hiatus’ in the rate of global warming in recent years… Our new analysis suggests that the apparent hiatus may have been largely the result of limitations in past datasets. One of the most substantial improvements is a correction that accounts for the difference in data collected from buoys and ship-based data.”

This claim is at the heart of the scandal.

Dr Bates says that the data used in the Karl study was ‘unverified’ and not subjected to NOAA’s rigorous internal evaluation processes. Nor was it archived and made available to other scientists. In addition, new computer software used in the analyses, that had not been ‘approved’, turned out to be ‘error-laden’.

While Dr Bates strongly objected to the publication at the time, he says he was overridden by his superiors.

The study was essentially based on two new flawed data sets that re-calibrated sea and land surface temperatures. The reliable lower atmospheric temperature data, that is readily available from satellites, was ignored by the authors.

The ocean dataset, which was constructed by bringing the accurate data from buoys into line with the unreliable readings from ships (ships are a heat source and use variable sampling techniques), tripled the warming trend of the sea during the years 2000 to 2014.

And the land dataset adjusted ‘unverified’ temperature readings from over 4,000 weather stations around the world, to also increase the warming trend during the years 2000 to 2014.

These two datasets were then merged to produce the exaggerated warming that allowed NOAA to claim that there was no global warming ‘pause’.

After the paper was published in 2015, the US House of Representatives Science Committee launched an inquiry – but NOAA refused to comply with their subpoenas.

However, as a result of Dr Bates’ latest disclosures, Science Committee Chairman Lamar Smith has revived their inquiry:  “Allegations of politicization of government funded scientific research cannot be ignored. The Committee has a constitutional responsibility to conduct oversight in instances of alleged fraud, abuse, and misconduct especially where the government’s scientific integrity is called into question.  Dr. Bates’ revelations raise additional questions as to whether the science at NOAA is objective and free from political interference…”

This scandal is not dissimilar to the controversy in the late nineties involving the infamous ‘hockey stick’ graph, developed by US climatologist – and IPCC Lead Author – Michael Mann, which featured in IPCC reports and Al Gore’s film, An Inconvenient Truth.

By showing the earth’s air temperatures as being stable for 900 years, then soaring off the charts in the 20th century, the Medieval Warm Period (when the Vikings colonised Greenland) was eliminated, creating the illusion that that recent warming of the late 20th century – as the planet emerged from the Little Ice Age – was no longer within the bounds of natural variability. 

That fraud was eventually uncovered by Canadian policy analyst Stephen McIntyre and Professor Ross McKitrick of Guelph University, who found that the temperature “proxies” on which the graph was based involved a small group of Californian bristlecone pine trees that had experienced a 20th century growth spurt – except it was not due to global warming, but to fertiliser!

By using ‘contaminated’ data, Michael Mann had created a climate crisis that did not in fact exist. Even though the US Congress ordered two reviews, both of which condemned the hockey stick graph, the IPCC refused to acknowledge the controversy and continued to misrepresent the warming of the late 20th century, by replacing Mann’s studies with reports by UK scientist Keith Briffa, who used tree ring proxies from the Yamal Peninsula in Siberia to create a similar hockey stick shape.

Professor McKitrick outlined the controversy in an article for the NZCPR in 2009, explaining that because the Yamal series was a composite of tree cores, individual measurements were needed to check the calculations, but Dr Briffa refused to release the data.

“Over the next nine years, at least one paper per year appeared in prominent journals using Briffa’s Yamal composite to support a hockey stick-like result. The IPCC relied on these studies to defend the Hockey Stick view, and since it had appointed Briffa himself to be the IPCC Lead Author, there was no chance it would question the Yamal data.

“Despite the fact that these papers appeared in top journals like Nature and Science, none of the journal editors ever required Briffa to release his Yamal data. Steve McIntyre’s repeated requests for them to uphold their own data disclosure rules were ignored.

“Then in 2008 Briffa published a paper in a journal called the Philosophical Transactions of the Royal Society, which has very strict data-sharing rules. Steve sent in his customary request for the data, and this time an editor stepped up to the plate, ordering the authors to release their data.”

It turned out that the ‘hockey stick’ uptrend came from a sample of living trees that was too small to produce a publication-grade proxy composite, and when a larger sample was added in, the spike disappeared and the 20th century appeared completely unexceptional.

Professor McKitrick said, “I have been probing the arguments for global warming for well over a decade. I have consistently found that when the layers get peeled back, what lies at the core is either flawed, misleading or simply non-existent. The surface temperature data is a contaminated mess with a significant warm bias, and the IPCC fabricated evidence to cover up the problem. Climate models are in gross disagreement with observations, and the discrepancy is growing with each passing year. The often-hyped claim that the modern climate has departed from natural variability depended on flawed statistical methods and low-quality data. The IPCC review process, of which I was a member, is nothing like what the public has been told: Conflicts of interest are endemic, critical evidence is systematically ignored and there are no effective checks and balances against bias or distortion.”

In 2009, the ‘Climategate’ scandal shook climate science, with thousands of leaked emails revealing that data was being manipulated and access was being blocked to stop other scientists from trying to replicate studies.

Dr Bates’ disclosure has revealed that nothing has changed – climate data is still being manipulated and findings engineered by those with an interest in promoting global warming scaremongering.

The real scandal is that in spite of all of these revelations, politicians are still continuing to rely on this fabricated information when they make crucial policy decisions that cost taxpayers dearly and affect lives.

Those that cry out about how hard President Trump’s trade policy will be for New Zealand need to come down to earth. Trade will continue irrespective, as it has always done, and our Politicians and their bureaucrats need to come out of the Obama era and face the future.  Brian

Surely we have our own problems which — if there is enough political and citizen support– can be tackled within our own means. I have never believed the climate change fiasco, especially when it was all about global warming. My argument at the time was that it was not my personal experience. My personal data was such that when I first moved to my current address we had 3 frosts the first year. 10 years later we had 15 frosts that year. Now the scenario is called climate change. Well if global warming wasn’t correct the question is “Is climate change happening in the way these same so-called scientists claim. It is interesting to note that their data is published in so-called scientific journals such as Science and Nature. These are read by the general public and not scientists as such. If the data was scientifically accurate why not publish in truly recognised scientific publications. I don’t what they are for that field of science but for chemistry one of the most highly regarded publications is Journal of the Chemical Society – Dalton Transactions. There are changes in deep ocean currents, and there is fear that the Gulf Stream may move from northern Europe which will therefore be much colder. Alas, it is common for us humans to deny reality that asks for changes way outside our comfort zones. The trend in temperature is modelled and as shown the models do not account for many of the variables. It is also ludicrous that neither China nor India two of the largest emitters do not need to comply with the Paris accord.
