Full details of how to organise a Citizen's Initiated Referendum can be found on Parliament's website at:

The process involves having the petition wording approved by the Clerk of the House, then collecting 300,000 signatures (or 10% of voters) within 12 months. If successful the referendum must then be held, again within 12 months unless 75% of MPs agree to delay it up to 2 years!

Unfortunately, of course CIR are not binding on a government.
