BACKGROUND INFORMATION
1. The Foreshore & Seabed Petition:

The NZCPR launched an on-line petition to the Prime Minister and the Attorney-General on 20 April to request the deadline for submissions on the Government's Foreshore and Seabed Review be extended for two months from 5pm April 30th to 5pm June 30th.

Dear Prime Minister,

The proposals for the reform of the Foreshore and Seabed Act 2004 that are outlined in the Government’s Review document are a matter of huge constitutional importance for New Zealand. Such is their importance that the public should be engaged in the review process to the fullest possible extent. Unfortunately, while iwi have been kept in the loop by Cabinet, the wider public are largely unaware of the profound changes that are being proposed. 

The fact that the foreshore and seabed review was launched just before the long Easter break means that people have only had 20 working-days to find out about the review, locate the documentation, try to understand the proposals, as well as prepare submissions.  Given the lack of publicity about the review and the fact that most people don’t even know that the review is going on, this timeframe is far too short for a matter of such national importance.

On behalf of 5,527 people whose names and addresses are attached, I am writing to request that the deadline for submissions be extended by two months to June 30th 2010. Another two months would enable people to not only better understand the complex proposals that your government has put forward, but also to put in meaningful submissions.

I understand a number of other groups are also requesting that the submission process be extended - I’m sure that most people would agree that on matters of great constitutional significance, it is absolutely crucial  that sufficient time is allocated to enable the public to become fully engaged in the process.

I hope you will consider our request favourably – and please be assured that I will personally advise the 5,527 people who are supporting this request of your decision. This letter has also been sent to the Attorney General.

The government's response:

Dear Dr Newman

I refer to your email earlier today to the Attorney-General and the Prime Minister regarding the submission process for responding to the Government's document "Reviewing the Foreshore and Seabed Act 2004".  Your email and attached spreadsheet of supporters will be put before the Attorney-General. 

I can advise the Government does not intend to extend the period for submissions and submissions received after 5pm today cannot be accepted.

Background:

The Government's Review of the future of New Zealand's foreshore and seabed was launched just before Easter 2010 and closed on April 30th. That left only 20 working days to read the complex document, understand the radical new legal constructs that are being proposed in this major constitutional change, and prepare a submission.

While the government consulted widely with iwi, it has done all it can to keep the general public in the dark about the radical changes being proposed in their new law. It is now five months after the submissions closed and the government is still keeping them suppressed. 

The Coastal Coalition was launched in late April as an umbrella group to unite individuals, groups, businesses, and organisations who feel strongly that the foreshore & seabed is the common heritage of all New Zealanders and should remain in Crown ownership. The Coalition has volunteers all over the country and is now running a public information campaign to raise awareness about the government's plan to give control and ownership of the foreshore and seabed to the Maori tribal elite.
